Ceres Property Heads West: Unlocking New Development & Planning Potential

Ceres Property Heads West: Unlocking New Development & Planning Potential

At Ceres Property, we believe the best opportunities arise when expertise meets ambition. We are therefore pleased to announce the launch of our new Development & Planning team, based in our Oxford and Newbury offices.

This expansion strengthens Ceres Property’s presence across the western region, covering Oxfordshire, the Midlands, Berkshire, Hampshire, the Cotswolds and Buckinghamshire. It provides dedicated planning expertise to help landowners, developers and investors unlock the full potential of their assets.

By working from both Oxford and Newbury, the new team is well placed to serve a wider client base across the region and to respond quickly to local opportunities.

Why This Matters Now

Across the UK, pressure on the planning system has never been greater, and neither have the opportunities. The Government has set a target of delivering 1.5 million new homes over the next five years, alongside major investment in infrastructure and changes to local plans. This creates significant demand for land and development projects across the country, particularly in high-growth areas of the West and South East.

For many landowners, this is a moment to pause and reflect. Is your land being used to its full potential? Could it play a role in meeting housing or community needs? For developers, the challenge lies in navigating a complex system to secure viable permissions efficiently and sustainably.

Our new Development & Planning team is here to help address these challenges.

  • For landowners: we identify opportunities, guide you through the planning process and connect you with the right partners to create long-term value.
  • For developers: we provide trusted local insight, strategic planning advice and a seamless route from concept to delivery, all grounded in the realities of land use.

Welcoming Dominic O’Loghlen and Rory Baker

To lead this next phase, we are delighted to welcome two experienced professionals.

  • Dominic O’Loghlen brings 17 years’ experience in both planning consultancy and development. From strategic advisory projects to practical delivery, Dominic has a strong track record of unlocking opportunities and delivering results.
  • Rory Baker joins from our Essex team, where he built lasting client relationships across the South East. Now based in Oxford, Rory will focus on expanding planning work across Oxfordshire, the Cotswolds and the wider western region.

Together, Dominic and Rory combine expertise, energy and a fresh perspective that will strengthen the services we offer to clients.

A stronger offer for the western region

Charlie Ireland, Managing Partner of Ceres Rural Oxford, explains:

“The launch of the Planning & Development team is a natural next step for Ceres Group in this region. Dominic and Rory bring fantastic expertise, energy and local knowledge, which will allow us to offer clients a seamless service from practical land management to unlocking development potential.”

Working alongside Ceres Rural

What sets this new team apart is the close integration with Ceres Rural, our established land management business.

  • Ceres Rural provides deep knowledge of how land is managed, farmed and cared for day to day.
  • Ceres Property Planning & Development brings the strategic expertise to secure permissions, forge partnerships and unlock development value.

Together, we deliver a powerful combination of practical management insight and forward-looking planning advice, all within one group.

Looking ahead

With national priorities focused on housing delivery, infrastructure investment and sustainable growth, there has never been a better time to explore what your land or projects could achieve.

Whether you are a landowner considering future options or a developer seeking opportunities in the west, Ceres Property’s new  Development & Planning team is here to support you.
